Blackburn and Tottenham have failed in their appeals against the red cards given to Tugay and Hossam Ghaly in the 1-1 draw at Ewood Park on Sunday.
Tugay was dismissed for a professional foul on Ghaly that gave visitors a penalty, and the Spurs player was sent off for elbowing Michael Gray.
The Blackburn midfielder will serve a one-game ban while Ghaly will be ruled out for three matches.
Both sides' managers criticised referee Phil Dowd's handling of the game.
