Matty Fryatt grabbed his 30th and 31st goals of the season as Leicester saw off Southend and earned the win that secured their promotion as champions.
Southend created the better chances, but Leicester broke the deadlock after Simon Francis had handled in the box.
Fryatt confidently fired his spot-kick low to the right and then made it 2-0 when he headed home from close range.
Southend came closest when Theo Robinson hit the post from range, but they could not spoil Leicester's party.
