Norwich slipped to their second defeat in three games as Hull ended a run of 30 games without an away victory.
Hull had a seventh-minute effort from Jay Simpson ruled out for offside, but after a goalless first half Norwich saw a Wes Hoolahan shot saved by Matt Duke.
The Hull keeper denied Chris Martin after he was put clean through, and kept out a Leon Barnett header.
With seven minutes left Robert Koren headed home a deflected shot and Tom Cairney's 20-yard free-kick sealed it.
Hull had scored only once in three previous league visits this term but thought they had ended the drought when Simpson tapped in a rebound after Cairney's 25-yard shot was parried by goalkeeper John Ruddy, only for the linesman's flag to cut the celebrations short.
Norwich came back into the match and from a Simon Lappin cross Barnett missed his kick with the goal at his mercy.
Barnett headed over from a Lappin corner, while Grant Holt headed over from 12 yards following a cross from Korey Smith.
But against the run of play the Tigers took the lead when Koren nodded home after Andy Dawson's shot had flicked up off Elliott Ward, and after Cairney's stunning set piece there was no way back for the Canaries.
