Blackpool dominated the Lancashire derby but Preston secured a point thanks to a superb display from their goalkeeper Andy Lonergan.
Lonergan's fine save to tip Gary Taylor-Fletcher's 20-yard shot to safety prevented the Seasiders from taking a deserved first-half lead.
Michael Flynn and Stephen McPhee both tested Lonergan after the break.
Preston substitute Neil Mellor had a chance late on but his 12-yard effort was blocked by Stephen Crainey.
Blackpool boss Simon Grayson: "I was a little disappointed we did not get all three points.
"I thought we were excellent in the first half and did really well in what were poor conditions. What we couldn't do was get an early goal. Had we done that, I think we would have had a comfortable victory.
"In the end it was another point, which keeps us in a position that I would have been on my knees for at the start of this season."
Preston manager Alan Irvine: "Blackpool were the better team in the first half.
"But the combination of being a local derby and the conditions meant it wasn't a great football match for the spectators.
"However, we have kept our unbeaten run going for four games now and feel we are getting ourselves out of trouble."
Preston: Lonergan, Jones, Mawene, St. Ledger, Davidson, Sedgwick, McKenna, Carter, Whaley, Brown, Priskin (Mellor 54). Subs Not Used: Chris Neal, Lewis Neal, Hill, Trotman
