Leon Cort jumped high above Dean Ashton to head home Curtis Woodhouse's cross and put the Tigers in front.
But Norwich were level after 14 minutes when Darren Huckerby picked up a short corner and found Youssef Safri, who beat Boaz Myhill from 18 yards.
And they were ahead six minutes before half-time, Gary Doherty heading home Dean Marney's cross from six yards.
Hull manager Peter Taylor:
"We let ourselves down there. We scored an early goal and then threw it away by letting them have a free shot on goal and then a free header.
"From then on we allowed them too much space and probably showed them too much respect.
"We were playing a very good side. They could easily go on a good run. I wouldn't write them off just yet."
