Grays' Ishmael Welsh almost forced extra time late on, but his shot was cleared off the line.
The non-league select featured three non-Blue Square Premier players - Alfreton duo Liam Hearn and Paul Clayton and Droylsden's Sean Newton.
Adam Bartlett, who has just been released by Kidderminster and played in the Blue Square Premier play-off final defeat for Cambridge as an emergency loan, played the full 90 minutes in goal for England.
Hosts Oxford were represented by striker James Constable.
Midfielder Nicky Wroe played his last game for England C for the time being, following Torquay's promotion to the Football League.
