Instead former Sierra Leone captain Ahmed Kanu was in charge for the game.
Kanu and Peters were appointed on Monday to take over from John Jebbor Sherington, who was sacked after the team's dismal performances during their 2008 African Cup of Nations qualifying campaign.
The second leg of the tie will be played in Guinea Bissau on 17 November.
The eventual winner will go into the draw for the first round of 2010 World Cup qualifying, that draw will be held in Durban, South Africa on 25 November.
