Togolese hopes of qualifying for Tunisia 2004 were dashed by a 0-0 away draw with stubborn Mauritania.
Kenya's Harambee Stars take the qualifying spot in group five, after a 1-0 win over Cape Verde.
Despite playing the group's bottom-placed side and fielding all five of their naturalised Brazilians, Togo were unable to find a way past Mauritania's resolute defence.
The visitors were ultimately restricted to just two possibilities - neither of which managed to produce the goal they so desperately needed.
Togo breathed a huge sigh of relief when the crossbar prevented Mauritania from scoring their first goal of the qualifying campaign.
The West Africans blame their absence from the Nations Cup on their 2-1 defeat in Cape Verde and a subsequent lack of preparation for Saturday's tie.
