Sir Trevor Brooking says he hopes the Football Association's investment in the game's grassroots will develop technically better English players.
The FA said on Tuesday it is injecting £200m into grassroots football.
FA's director of football development Brooking told BBC London 94.9: "Hopefully, we will get a greater depth of English youngsters coming through.
"We want to challenge the big clubs to select English players because they say technically we are behind."
He added: "English youngsters have a big challenge if they want to be signed up to be technically as good as any in the world."
