Football League chairman Sir Brian Mawhinney has said he feels the new Wembley Stadium will not be ready to stage this season's showpiece finals.
Mawhinney said there are contingency plans for the League play-off finals, which take place after the FA Cup final, to be staged in Cardiff.
"We had hoped to play them all at Wembley," he told BBC Five Live.
"Until I get an official letter we are going to Wembley but my personal view is see you all in Cardiff."
Mawhinney also said he wants the Football League to be a testing ground for new ideas in the game.
"We have volunteered to Fifa to trial sin-bins and goal-line technology," the Football League chairman told the BBC.
"In my personal view both of them are inevitable and right now we are willing guinea pigs to trial them.
"The world is changing and football needs to stay abreast of change and we would like to see a little more adventurous spirit."
The FA Cup final takes place on 13 May with the League play-off finals set for May 21, 27 and 28.
