Lancashire have only sold one-third of their ticket allocation for Saturday's Twenty20 Cup Finals Day at the Oval.
The county, which hosts the third Ashes Test from 11 August, will return 500 tickets after a lack of demand.
Chief executive Jim Cumbes told BBC GMR: "The biggest drawback is the distance people have to travel.
"The final won't finish until after 10pm so you've also got the expense of staying over as well and I think it's a match too far for a a lot of people."
