Hampshire have only offered seamer Billy Taylor a one-day contract for the second season running, reports BBC Radio Solent.
The 31-year-old finished as the club's highest wicket-taker in the Pro40 league this season, with 13 victims.
He had hoped for a better deal after making the Championship squad after the departure of manager Paul Terry.
"I am disappointed again. I just want to play cricket and want to play all forms of the game," said Taylor.
"When Paul Terry resigned I suddenly got back in the squad for the four-dayers. But there's worse things I could be doing."
