David Masters was the architect of Surrey's struggles, capturing three wickets in seven overs for 10 runs.
Rain then forced an abandonment, with the visitors well short of the par score of 77 needed to win.
Matthew Spriegel was left not out on 18 as Surrey slumped to a third defeat in four games.
Essex have now won four of their five Pro40 games - the other one ending in a tie - and cemented their place at the top with the victory.
