Glenn Chapple ousted Scott Newman with the first ball of the innings and also in the first over, Jon Batty was run out without facing a ball.
Dominic Cork ousted the prolific Mark Ramprakash for seven and took 3-17.
Earlier, 38-year-old Australian-born Stuart Law hit 15 fours for his 76th first-class ton in Lancashire's 315.
Law shared 118 for the fifth wicket with Paul Horton, but 22-year-old Surrey paceman Neil Saker showed admirable determination.
He dismissed Horton and Luke Sutton in consecutive balls, the keeper's third successive first ball dismissal, and had a strong appeal for lbw against Chapple rejected by umpire Roy Palmer.
