Dinesh Mongia claimed career-best figures of 4-15 to gain Leicestershire their first win of the season and send Surrey to their fourth straight defeat.
Mongia also made 67 in his side's 194-9, a total that Surrey were always struggling to match.
Scott Newman and Mark Ramprakash did their best to bring Surrey back into the equation but to no avail.
All out for 134, Surrey provided the ideal opposition for a Leicestershire side itself lacking in confidence.
