Pakistan have been insured for 20m rupees (around £245,000) to play against India in next week's fourth one-day international in Ahmedabad.
The tourists objected to playing a Test in the city, scene of religious riots in 2002, but agreed to the one-dayer.
More than 15,000 policemen and soldiers will be deployed to prevent trouble.
"All arrangements are in place at the stadium to ensure that the match goes off well," Gujarat Cricket Association chairman Narhari Amin said.
"There should be no security concerns as adequate police cover will be given to both the teams.
"The Pakistani team has been provided the highest ever insurance cover in the history of cricket in India."
The third one-day international will be played in the eastern city of Jamshedpur on Saturday, with India 2-0 up in the six-match series.
