WBA heavyweight title holder John Ruiz called for a "tournament of champions" in a bid to restore some credibility to boxing's blue-riband division.
"To silence those who criticise him and the other champions for being mediocre, Ruiz insists there be a round-robin," said a statement from his camp.
"There is no other way to end the debate that surrounds the division."
Ruiz admits his plan may be compromised by the outcome of Vitali Klitschko's WBC defence against Danny Williams.
That title is the only one of the big four - WBC, WBA, IBF and WBO - to fall outside promoter Don King's control.
But in the event of Williams or Klitschko refusing to participate, Ruiz has called for the other champions to still put their belts on the line.
"Ruiz insists he fight either IBF champ Chris Byrd or WBO holder Lamon Brewster to unify two of the world titles with the winner promised a fight for the remaining one."
