France's Marc Raquil set a new French record of 44.80 seconds to win the 400m at the meeting on Saturday.
Only Tyree Washington of the United States has run faster this year, with 44.70 in Oregon last month.
Raquil, a rangy 26-year-old, smashed his own two-year-old record of 44.95.
Alleyn Francique of Grenada was second, also inside 45 seconds and world 400m hurdles champion Felix Sanchez finished third.
Britain's Daniel Caines held the lead at the 200m mark but faded to fourth.
Rising star Ivan Heshko won the 1,500m in in 3 minutes 33.91 seconds to leave Cornelius Chirchir of Kenya and Morocco's Abdelkader Hachlaf trailing.
In Guadalajara, Mexico's Ana Guevara underlined her World Championship credentials as she won the 400m on home soil by more than three seconds to fire a warning to rival Cathy Freeman.
Guevara stretched her unbeaten record to 18 consecutive races winning in a time of 50.09 seconds - her slowest winning time of the year but still enough for a comfortable win.
