SPL clubs are warning that the formation of the breakaway SPL 2 could be in doubt unless the clubs involved take decisive action.
The proposals would see an expanded SPL, but the clubs are warning that their patience is running out.
The breakaway clubs had hoped to have the new set up in place for season 2008-2009.
A source from one SPL club told BBC Sport of their displeasure at the slow rate of progress.
"Everything is in place. There are sponsors lined up, and loads of people have expressed interest in a subsidiary of the SPL," said the source.
"However, it is not going anywhere at the moment and we are not going to do anything. it is up to them if they really want this to happen.
"Look how quickly we pulled together the sponsorship deal with Clydesdale bank, there is interest there from people in this, but it is up to them."
"We are fed up hearing them talking about it but doing nothing."
However, a spokesman for the First Division clubs refuted the accusation that they are not serious about the proposals.
"We are working hard behind the scenes, and when the report commissioned into the financial state of the SFL is published in January, then we are confident we will get the votes required to leave and join the new set up," said the spokesman.
