Surrey grabbed the initiative on day one at The Oval despite a century from Gloucestershire opener Philip Weston.
While Weston was helping himself to 102 off 214 balls, batsmen at the other end encountered all sorts of problems.
Pakistani duo Azhar Mahmood and Mohammad Akram took two wickets apiece as the visitors crumbled to 109-6.
Despite a late rally they finished on a modest 207, which Scott Newman (55) and Mark Ramprakash (54) put into perspective as Surrey closed on 132-1.
It was Weston's first Championship ton for two years and he was the only batsman not to be troubled by the swing Akram and Mahmood generated after Jimmy Ormond left the field with a back spasm.
He accelerated towards the end of the innings before becoming the last man out when he was brilliantly caught by a diving Ramprakash on the mid-wicket boundary.
Conditions had eased by the time Ramprakash and Newman came to the crease and they looked in ominous form as far as Gloucestershire are concerned.
