Our dear hero- who will finish off the villains. Ay ay ay ay, here comes Giuliani. 10.01.07 Lucy Robinson Mayor Rudy Giuliani and his team of American cops cleared crime off the streets of New York. Can they do the same for Mexico City? 10.01.15 Music 10.01.19 Singers Subtitles Here comes Giuliani- to fight the mafias and crooks in this city 10.00.30 Title Page GRINGO CRIMEBUSTERS 10.01.35 Aston JANUARY 10.01.39 News report 1 Subtitles Gunshots were heard, a man has been shot- 10.01.42 News report 2 Subtitle A double murder in Burger King- 10.01.46 News report 3 Subtitle Nine mafia-type executions so far- 10.01.51 News report 4 Subtitle Another assault on a bus- 10.01.56 Music 10.02.01 Leomar Silva Voice over It really stresses me out to take the bus home because there could be an assault; I could be robbed of the little I have on me. It’s the same every day. 10.02.11 Music 10.02.17 Lucy Robinson Leomar Silva is a forty-one year old social worker. She has two young daughters. 10.02.22 Music 10.02.25 Leomar Silva Voice over It never used to be like this when I was young. We didn’t have the feeling we have today in the City. You get on public transport without knowing what will happen. 10.02.34 Music 10.02.38 Lucy Robinson La Roma, Leomar’s neighbourhood, is riddled with crime. 10.02.42 Music 10.02.45 Lucy Robinson Fantasma and his partner Pinocho are among two hundred and fifty policemen patrolling this area. 10.02.53 Pinocho Subtitles Are you going to the park? Turn round for the camera. 10.03.03 Lucy Robinson Policemen are seen as dishonest and corrupt, little better than the criminals. 10.03.10 Pinocho Voice over The police have had a bad reputation for along time, they’ve lost people’s trust. 10.03.16 Interviewer Voice over Is the bad image unfair? 10.03.23 Fantasma Voice over It’s not really unfair; there are some policemen who do their job well and others who don’t. At least my partner and I try to do things properly. 10.03.38 Interviewer Voice over Always? 10.03.40 Fantasma Voice over Well mostly. 10.03.43 Interviewer Voice over And if someone offers you a bribe of a few hundred pesos, would you say no? 10.03.49 Fantasma Voice over It depends. It’s hardly as if we get three thousand dollars. Here they give you fifty pesos. 10.03.56 Pinocho Voice over We really have to stretch our salary to make ends meet. 10.04.04 Pinocho Voice over And now we’re not supposed to take bribes. 10.04.16 Fantasma Voice over We’re going to arrest homosexuals. They prostitute themselves on the street. 10.04.25 Lucy Robinson The Mexican police have limited powers. Out of eighty-six thousand cops, less than four thousand can investigate crime. 10.04.32 Music 10.04.36 Lucy Robinson Fantasma and Pinocho can only make arrests if they see an offence being committed. 10.04.40 Music 10.04.45 Person being arrested Subtitles What’s my crime? Where are you taking them? 10.04.52 Music 10.04.56 Interviewer Voice over So how did it go? 10.05.01 Fantasma Voice over It’s completely pointless. They go in and come straight out again. There should be operations but against proper criminals. But our bosses have ordered this and we have to obey. 10.05.21 Boy Subtitles Who is in charge here? Are you going to keep hitting me? 10.05.30 Lucy Robinson La Roma’s police force operates from an old dairy. The cops are ill equipped; their uniforms don’t match and twenty percent of them don’t even turn up for their shift. 10.05.44 Police Chief Subtitle This is an honest job. 10.05.47 Policeman 2 Subtitle Sure. 10.05.50 Police Chief Subtitle Remember, we’re no longer corrupt. 10.05.53 Policeman 3 Subtitle Since when, boss? 10.05.55 Music 10.05.56 Lucy Robinson Across the street from the police station is the local park. It’s become a haven for prostitutes and drug dealers. 10.06.03 Music 10.06.05 Lucy Robinson Much to the frustration of twenty-seven year old Arturo Alvarez; who trains dogs and lives nearby. 10.06.11 Music 10.06.16 Arturo Alvarez Voice over The precinct is just a hundred metres from here and yet muggers aren’t stopped. At night there are no lights and the criminals take advantage of this. When they see a police car they hide under the bushes. When the police have gone they come out and hang around waiting for people to mug. 10.06.59 Arturo Alvarez Voice over Film this. 10.07.11 Arturo Alvarez Voice over Oral sex in the park. This is what we see every day. People don’t believe it; we have to go round filming it. 10.07.30 Lucy Robinson In Leomar’s street there have been twenty-four break- ins in less than three years. She lives just five minutes from police headquarters. 10.07.43 Lucy Robinson She and her daughters, Annie and little Leomar, feel like prisoners in their own home. 10.07.48 Music 10.07.51 Leomar Silva Voice over My daughters and I hardly ever go out. We mostly stay at home. We’ve a collection of all these videos. In the last few years we’ve just been watching videos in order not to go out. It’s really affecting me and my daughters’ development. I’d love to take them to the park, to the cinema, to tour the city but I’m scared to go out. 10.08.24 Music 10.08.28 Leomar Silva Voice over It hurts me because this isn’t the life I wanted to give my daughters. 10.08.35 Lucy Robinson And Fantasma and Pinocho are not living the life they expected either. 10.08.41 Lucy Robinson Both families share houses with their respective parents. They take home three hundred and fifty dollars a month. Not enough to rent in the cheapest part of town. They even have to buy their own uniform. 10.08.58 Fantasma Voice over This cost seven hundred, no six hundred and fifty pesos, including the badge. 10.09.08 Fantasma’s wife Voice over It’s a very risky job. But God looks after them; they’re in the hands of God. 10.09.21 Interviewer Voice over Would you like him to do a different job? 10.09.25 Fantasma’s wife Voice over Yes. 10.09.26 Interviewer Voice over What would you like him to do? 10.09.29 Fantasma’s wife Voice over Any other job that’s less risky. 10.09.31 Fantasma Chippendale! 10.09.34 Wife Voice over Any other job. 10.09.38 Fantasma Voice over The police in the US have better training; they’re offered guarantees, the government supports them. Over there if the criminal makes a suspicious move they shoot him, no problem. Here they have to shoot you first and then you can shoot. 10.10.02 Pinocho Voice over You’re expected to be left half dead before you can shoot back. 10.10.10 Lucy Robinson But now the Chief of Police has decided to act. He’s turned to the one man he believes can make a difference and end the current crime wave. 10.10.19 Music 10.10.22 Lucy Robinson In eight years as Mayor of New York; Rudy Giuliani and his team cut crime by sixty-three percent. Now private investors have given Giuliani four million dollars to provide answers for Mexico City. 10.10.35 Music 10.10.39 Aston MARCELO EBRARD Chief of Police Voice over The thing with Giuliani is to look at successful experiences elsewhere. The Mexican police has lived in a ghetto, isolated from the world. 10.10.52 Lucy Robinson Giuliani studied crime statistics to deploy his cops where they were really needed. Serious crime was tackled with a ‘stop and search’ policy. And he cracked down on beggars, drunks and graffiti. 10.11.12 Aston MARIA DE LOS ANGELES Lift Lady, Police HQ Voice over There are so many kidnappings, muggings, we really hope he’ll deliver, it’s very urgent. I hope I get to see him, there’s lots at stake for me personally as well. I’d love to meet him. 10.11.28 Music 10.11.31 Rudy Giuliani Whatever the differences in culture, background and laws, however, the objective for all decent societies is absolutely the same and that is protection and safety for people as a fundamental human right. 10.11.54 Arturo Alvarez Voice over It makes me laugh to think that they come from other countries. They don’t know the system and they try and change it. It’s good that they visit and to hear what they think, great, but they’d have to do an in-depth study of policing. 10.12.15 Music 10.12.18 Lucy Robinson Bernard Kerik, Giuliani’s former police commissioner, leads a team of experts who have come to assess training and resources. 10.12.25 Music 10.12.36 Lucy Robinson They have seven months to come up with a set of recommendations to make Mexico City’s police force efficient and trustworthy. 10.12.42 Music 10.12.45 Bernard Kerik There’s about fifty or sixty men in this room. If one of you becomes corrupt it affects every one of you because the public, they don’t look at the name, they think of the uniform. You have to take pride in your job and not only on duty, by becoming a police officer your private life now also becomes public. 10.13.15 Bernard Kerik You have to walk a very fine line because you don’t want people to think that you’re trying to make Mexico City like New York and that you’re trying to make Mexico like the US. It’s not what we’re trying to do; we’re trying to address crime issues. 10.13.28 Siren 10.13.37 Lucy Robinson In La Roma, Fantasma is on radio duty. He’s brought his own entertainment. 10.13.49 Interviewer Voice over Why did you become a policeman? 10.13.55 Fantasma Voice over My father was in the police and the rest of the family were firemen. When I went to the academy I wanted to become a fireman. But I obviously joined the wrong queue and went to the police instead. I was under the impression I could change over later. I’m still trying but so far I haven’t managed it. 10.14.37 Female American expert 1 In terms of radios one of the issues that we’ve heard that there’s really an issue with a sufficient numbers of radios for all of your police officers. Does, does each two man team have one radio? 10.14.51 Translator The ones that are in the cars, yes. The ones that are walking on the streets, no. 10.14.56 Female American expert 1 So how do the police officers that are actually on the street communicate if there’s a problem or they need some assistance? 10.15.10 Translator Well they always find a shop where there’s a phone where they can call it in and let us know what’s going on. That could be either a store, a house or whatever where they can find a phone. Maybe their own neighbours will lend them their phone. 10.15.31 Bernard Kerik It’s sort of like the New York City Police Department back in the forties and fifties when they had call boxes and had to call in on pay phones. 10.15.41 Lucy Robinson The Mexicans are keen to show that they have a presence on the streets but the police have all arrived in the same place. 10.15.51 Female American expert 1 The mounted, motorcycles, fifteen, sixteen, seventeen. Ok. Well I got my other five up here having lunch, so. So twenty-two police officers in a one block area. 10.16.10 Bernard Kerik It’s, it’s, it’s, I don’t know what it is. It’s got to be supervision. 10.16.17 Lucy Robinson It’s also a lack of modern resources. 10.16.22 Lucy Robinson With no fax or e-mail each of the seventy police precincts must send a pair of officers to headquarters with their crime statistics. 10.16.31 Lucy Robinson Up to three times a day. 10.16.37 Fantasma Subtitle We’ve got the statistics. 10.16.40 Woman at desk Subtitle What? Fantasma Subtitle The crime statistics. 10.16.43 Woman 2 Subtitles Are you bringing the statistics? Through there. 10.16.49 Lucy Robinson At least two hundred and eighty police officers are taken off the beat to do the paper run, which can take up to three hours. 10.17.01 Fantasma Subtitle The crime statistics. 10.17.04 Woman 3 Subtitle Leave them with Mr Jorge. 10.17.16 Mr Jorge Subtitle We’re not ready for the statistics yet. 10.17.24 Bernard Kerik They spend an enormous amount of time and resources on getting information from the precincts to headquarters on a daily basis. 10.17.33 Aston BERNARD KERIK Giuliani Partners In fact right now there is no computer system in any precinct in this city, in Mexico City that is tied in to headquarters. In fact, up until three months ago there weren’t any computers. 10.17.48 Lucy Robinson Once a week the Chief of Police meets with his precinct commanders. Answers to the crime wave seem hard to come by. 10.17.58 Commander Subtitles 20 robberies and only 3 arrests? Where are they stealing these vehicles? A rise from 9 to 21 is a disaster. Where and why? What’s the problem - have a lot of convicts been released from prison? 10.18.22 Precinct Commander Subtitle Well, what can I say? 10.18.34 Bernard Kerik Chaotic? I, I wouldn’t, I wouldn’t call it chaotic. I’d say they have organisational issues that they have to deal with. They have internal structural issues that they have to deal with. Is there chaos? No. Is there organisational malfunction, so to speak, in some areas? Yes. 10.18.57 Music 10.19.00 Aston APRIL 10.19.13 Lucy Robinson Fantasma and Pinocho should be out on patrol but they’ve encountered some difficulties. 10.19.18 Music 10.19.21 Lucy Robinson Chronic under-funding means that in La Roma six out of thirty-seven cars are broken. Officers have to pay for repairs themselves. 10.19.30 Music 10.19.34 Interviewer Voice over How do you feel without a car? 10.19.38 Fantasma Voice over Like a fish out of water. 10.19.42 Pinocho Voice over We still get paid the same. 10.19.46 Fantasma Voice over It’s better to have a car. If anything happens we can react quickly. We’re quite speedy. 10.20.00 Lucy Robinson It’s been five months since the Americans started visiting. 10.20.09 Lucy Robinson Part of Giuliani’s campaign of zero tolerance in New York was cracking down on minor offences and clearing the streets of homeless people. 10.20.21 Fantasma Subtitle People complain. This is a public subway. 10.20.25 Man Subtitle Yes, we respect everybody. 10.20.29 Man 2 Subtitle Isn’t this forbidden? 10.20.30 Fantasma Subtitles To obstruct the public highway? Yes. But we’re so used to them. It’s part of the urban landscape. 10.20.40 Man 2 Subtitle It’s an obstruction 10.20.42 Music 10.20.44 Lucy Robinson Unlike New York the Mexican police struggle to get anyone to report crime when it happens. 10.20.50 Music 10.20.53 Fantasma Subtitles There’s a lot of car crime here. Theft of car parts. People burn their own cars when they’re wrecked- so they don’t steal the grill, tyres, windows and so on. No-one ever reports anything, they’re too scared. 10.21.20 Dog barking 10.21.22 Lucy Robinson With little faith in the police Arturo is stepping-up his park operations. 10.21.26 Dog barking 10.21.41 Arturo Alvarez Subtitles This is an exercise to fend off aggressors. The dogs are trained to immobilise them- until the owner gives the command to let go. Tell him to let go. 10.22.07 Arturo Alvarez Voice over We’re a citizens response group. We train these guard dogs because the authorities don’t do enough to help us. 10.22.16 Music/dogs barking 10.22.30 Lucy Robinson With things as they are everybody is pinning their hopes on Giuliani. 10.22.34 Music 10.22.44 Pinocho Voice over It will be good when Giuliani comes, to meet him personally and to see what ideas he’s got. 10.22.48 Music 10.22.51 Interviewer Voice over What do you think Giuliani would say if he saw Roma precinct? 10.22.54 Music 10.22.58 Fantasma Voice over That it’s a pig sty. 10.23.01 Pinocho Voice over He’ll just wonder what sort of set-up we have. He’ll get a bad impression of our facilities. 10.23.12 Fantasma Voice over Our base is made of tin, when it rains we get wet. We’re worse off than earthquake victims. 10.23.18 Music 10.23.24 Aston JULY 10.23.27 Radio report 1 Subtitles An attempt was made to kill a 45-year-old woman. She was beaten savagely- 10.23.36 Radio report 2 Subtitles A policeman was caught kidnapping and holding up taxis in his spare time- 10.23.41 Radio report 3 Subtitles A man was stabbed in the neck in the bathtub- How terrible! 10.23.49 Lucy Robinson The Americans have yet to deliver their recommendations but the Chief of Police has come up with his own scheme. 10.23.57 Lucy Robinson To stop his men taking bribes they’ll receive two hundred and thirty dollars and some extra help for every arrest they make. 10.24.09 Pinocho Voice over This is the food parcel we get for our monthly arrests, as part of the efficiency increasing incentives. 10.24.17 Interviewer Voice over Does it help you? 10.24.22 Pinocho’s wife Voice over Yes, there are essentials like rice and beans. 10.24.26 Interviewer Voice over When did this start? 10.24.29 Pinocho Voice over I think when Giuliani first came to lower the levels of corruption. 10.24.34 Interviewer Voice over Are you making more arrests than before? 10.24.41 Pinocho Voice over I think so. Before, if you caught someone they paid you a bribe. You had to take it just to get by. 10.24.57 Lucy Robinson Arturo has not noticed any change. 10.25.02 Lucy Robinson In fact he thinks the park is getting worse. 10.25.07 Arturo Alvarez Voice over We found a knife hidden in the trunk of a tree. You can just about see it here. 10.25.15 Lucy Robinson He feels he is doing the work the police should be doing. 10.25.22 Arturo Alvarez Voice over We also noticed these people acting in a suspicious and strange way. We sat down and hid the camera in our clothes. Here they dropped some bullets and put them back in the magazine. They pointed at the tree, about to fire. They looked around to check there was no-one watching. 10.25.52 Gunfire 10.25.59 Lucy Robinson Still no sight of Giuliani and the assessment is overrunning. The Americans have identified poor record keeping as a weakness. 10.26.11 Gunfire 10.26.13 Female American expert 2 There’s no curriculum. All they do is they’re supposed to come twice a year and be trained and do shooting for like thirty minutes. 10.26.21 Female American expert 1 What sort of records to they have to see if people are satisfying- 10.26.23 Female American expert 2 They have computer records but it’s not a database. 10.26.27 Female American expert 1 Like the New York City Police Department we used to say look our shootings are down, complaints against cops are down, all those things that we could say to them look here’s the statistics on how we’re improving our police conduct. They don’t have any of that information to tell their story. So this is part of that loop that we have to close in terms of the recommendations about look at, you have this requirement but there’s no follow-up to make sure that you’re complying. 10.26.53 Female American expert 1 Absolutely, there’s absolutely no follow-up. 10.27.02 Lucy Robinson Nine months into the Giuliani project and Police HQ is still swamped with a backlog of paperwork. There’s been no change so far. 10.27.19 Lucy Robinson Every week, Leomar and Arturo attend La Roma’s Neighbourhood Watch meeting. Arturo brings his evidence from the park. 10.27.29 Arturo Alvarez Subtitles I’m submitting to the authorities a video- showing where we found a weapon in the park- and medical substances. I’d like to hand this over to you. 10.27.43 Man Subtitles Evidence handed over like this is just not acceptable. You need to hand them over following the proper procedure. You can’t just come and show us these things. 10.27.55 Man 2 Subtitles Every crime is dealt with by its own agency. People who have sex n the park - as you say, there are condoms and so on- are dealt with by the civil court. Drugs and weapons are handled by the prosecutor’s office. Everything has its agency. 10.28.16 Arturo Alvarez Subtitles It’s very inconvenient for me to press charges against a criminal- and then bump into him again the next day- in the same park. 10.28.28 Music 10.28.30 Lucy Robinson There’s been a wave of kidnappings, rapes and murder on public transport. 10.28.34 Music 10.28.37 Lucy Robinson The police are still restricted in their powers of investigation and arrest. There’s little they can do. 10.28.48 Fantasma Voice over We’re checking busses, getting the men down and looking for weapons. Just a superficial check. 10.28.58 Interviewer Voice over Only men? 10.29.02 Fantasma Voice over Unfortunately we can’t check ladies. We’d need a policewoman and in my precinct, in my unit, we don’t have any. 10.29.08 Music 10.29.12 Aston AUGUST 10.29.15 Radio report 1 Subtitles We find more and more dead drug dealers on the streets- 10.29.22 Radio report 2 Subtitles Most robberies are violent and at gunpoint- 10.29.27 Radio report 3 Subtitle A man was raped on a city bus- 10.29.33 Lucy Robinson Mexico City is spinning out of control. Giuliani’s final report has not been made. But out of the blue Chief of Police Ebrard calls a press conference. 10.29.45 Music 10.29.48 Police Chief Marcelo Ebrard Subtitles After over 20 visits from different experts from New York- Giuliani’s team has come up with 146 recommendations- and we have accepted all of them. 10.30.02 Lucy Robinson He calls for the police to be modernised. A crackdown on corruption, targeting crime hotspots and crucially legal reform to support the police. 10.30.15 Lucy Robinson But Giuliani and his team are conspicuously absent. 10.30.20 Interviewer Subtitle And why hasn’t Giuliani come himself? 10.30.23 Police Chief Marcelo Ebrard Subtitles To the launch? He’ll come for other things. 10.30.31 Interviewer Voice over Are you disappointed that Giuliani hasn’t come? 10.30.35 Maria De Los Angeles Voice over Yes, I was so impressed and his project is so interesting, I wanted a photograph to remember him by for the rest of my life. 10.30.46 Aston NEW YORK 10.30.52 Aston BERNARD KERIK I think one of the reasons that the Mayor wasn’t there, that our staff wasn’t there is because we weren’t invited. We didn’t know that he had released them to the public until after the fact. I think we would have liked to have been there, it would have been easier for us to explain some of the strategies and recommendations naturally because we accomplished the findings. But that was his decision, the Police Commissioner’s decision and, you know, we stand by his decision. 10.31.21 Music 10.31.23 Lucy Robinson They may have fallen out but the Mexicans have adopted Giuliani’s policies. They’re cracking down on drink driving in a frenzy of media attention. 10.31.34 Policeman Subtitles We’ll do the breathalyser. Breathe here. 10.31.43 Girl Subtitle You’re nasty. 10.31.46 Policeman Subtitles The test is positive. A very high level of alcohol. 10.31.53 Lucy Robinson They may be doing the test but haven’t yet updated the law to hand out punishment. 10.32.01 Girl Subtitle You see how I’m being abused? 10.32.04 Lucy Robinson She’ll be back behind the wheel as soon as she’s sobered up. 10.32.09 Music 10.32.23 Interviewer Subtitle How did it go with the Giuliani project? 10.32.27 Fantasma Subtitle Which Giuliani project? 10.32.34 Interviewer Subtitle The Giuliani project. 10.32.37 Fantasma Subtitle We don’t know what it’s about. 10.32.38 Pinocho Subtitles We’re still the same. We work the same. We have no particular loyalties. Whoever comes, we do everything exactly as before. 10.32.48 Interviewer Subtitles Has nothing changed since the recommendations? 10.32.52 Pinocho Subtitle No, I work the same. 10.32.54 Fantasma Subtitles The recommendations haven’t been made public. 10.32.57 Interviewer Subtitle There was a press conference. 10.33.00 Fantasma Subtitles Recommendations for whom? Where were they shown? 10.33.06 Interviewer Subtitle In the media. 10.33.07 Fantasma Subtitles One or two, because the hundreds he made weren’t announced. 10.33.12 Pinocho Subtitles Supposedly, we’re the ones it concerns. We want it in writing. 10.33.22 Interviewer Subtitles Weren’t you given a copy of the recommendations? 10.33.25 Fantasma Subtitle Nothing. Pinocho Subtitle We don’t know anything. 10.33.30 Music 10.33.36 Lucy Robinson In La Roma, the new anti-graffiti unit is taking note of Leomar’s complaints. 10.33.41 Music 10.33.43 Leomar Silva Subtitles I noticed the neglect and dereliction- people’s lack of interest in looking after the park. There’s talk of drug smuggling, assaults, sexual abuse. 10.33.58 Anti-graffiti unit man Subtitle Sale of weapons. 10.34.00 Leomar Silva Subtitles It’s scary. I’m sacred of bringing my daughters. 10.34.04 Anti-graffiti unit man Subtitles We’ve found that there is definitely a correlation- between graffiti and crime. That’s part of our investigation and Giuliani’s recommendations. 10.34.19 Precinct Commander Subtitle Squad-at ease! 10.34.24 Squad Subtitle Good afternoon, Boss. 10.34.26 Lucy Robinson In an attempt to improve attendance policemen now have to sign a register at the start of their shift. 10.34.36 Police Chief Subtitle It’s the other page. 10.34.44 Lucy Robinson A team of inspectors from Police Headquarters makes a surprise appearance. 10.34.53 Inspector Subtitle What’s the number on your hat? 10.34.56 Policeman Subtitle 709648 10.35.00 Lucy Robinson The Giuliani recommendations stressed that police training should be improved. The plan is to send officers to university but there are a few hiccups. 10.35.12 Fantasma Subtitles HQ sent a letter for us to go on a training course- but it was today and I’ve only just got it. 10.35.20 Interviewer Subtitle And it’s 4 in the afternoon. 10.35.22 Fantasma Subtitle Yes. 10.35.23 Interviewer Subtitle When did you have to be there? 10.35.24 Fantasma Subtitles At 10.30. Boss! 10.35.36 Lucy Robinson Fantasma and Pinocho eventually make it to the course. But it’s not quite what they expected. 10.35.43 Lecturer Subtitle What concepts are there of man? 10.35.48 Student 1 Subtitle Physical? Lecturer Subtitles Physical, no. Philosophical and psychological. They are two out of many interpretations of human beings. If I ask you, from a psychological point of view, does morality- lie in the id-is that true or false? 10.36.15 Student 2 Subtitle True. 10.36.16 Lecturer Subtitles False. It lies in the super ego, that’s where morality lies. If I ask you, is freedom defined- as axiological auto-determination - true or false? True! We just studied that. 10.36.44 Pinocho Voice over We’re learning new things. 10.36.47 Fantasma Voice over It’s not very difficult but not very practical. 10.36.51 Music 10.36.54 Lucy Robinson In La Roma’s park, the anti-graffiti squad are putting theory into practice. A raid is under way. 10.37.01 Music 10.37.12 Lucy Robinson This suspect has been found with fifty pesos worth of cannabis. 10.37.16 Music/dog barking 10.37.22 Anti-graffiti unit man Voice over We’ve increased vigilance especially regarding drugs, our most common problem.
