Glasgow provides the perfect illustration of why a Scottish Parliament hoping to be seen as legitimate by all sections of the community had to be elected other than by simple first-past-the-post. The Labour Party has long dominated constituencies here, notwithstanding the Scottish National Party's periodic capturing of Govan. A solid SNP performance across the city saw them pick up five list seats in 1999, with the Conservatives and Lib Dems also securing their first representation in Glasgow for many years. SNP member Dorothy-Grace Elder has since left the party, but she won't be standing this time round.
