What are the social implications of graffiti? Is it art? Can it be art?

A Somerset Youth Volunteering Network project to spruce up some of Glastonbury's walls which have already been tagged aims to find out.

The network is looking for graffiti artists to guide young people (aged 16 - 25) in how to produce their own artworks using spray cans or brushes.

The only stipulation is the graffiti around the town and at the skate park must be based on the area's landmarks.
