After the retreat from Kuwait City, around Easter in 1991, Saddam Hussein turned his Republican Guard on rebels within his own cities, and the Kurdish people of Northern Iraq. Charles Wheeler followed the exodus of the Kurds from Iraq for the BBC, and wonders who was really to blame for their suffering.
