Kosovo has long been seen as the spiritual birthplace of the Serbian nation, even though today just 10% of the population is Serb. In the 1980s, President Milosovic built his reputation as a protector of the Serbian people. In a speech in Kosovo he promised Serbs everywhere they would not be victims - sentiments which observers say fanned Serbian nationalism in Croatia and Bosnia.
