Eastern provinces: Taleban leaders fled Paktia and Paktika on 13 November

The Taleban were reported to have fled several eastern provinces, including Paktia and Paktika on 13 November after Jalalabad fell. The Northern Alliance reported that the provinces of Paktia, Paktika, Khost, Kunar, Logar, and Nangarhar were controlled by "local elders".
