Turkmenistan
Turkmen President Saparmyrat Niyazov said just before the raids on Afghanistan that it was wrong to attack a whole nation over the actions of a single man and any conflict should be solved through negotiation.

Mr Niyazov's government has regular contacts with the Taleban, hoping that Afghanistan may be a future route for exporting its huge energy reserves.

Turkmenistan is allowing humanitarian aid to Afghanistan to cross its territory.
