More than two million people fled Rwanda following the genocide in 1994. Many of the camps were run by Hutus implicated in the killing, who effectively used the refugees as human shields. The UNHCR failed to act as thousands of refugees were killed, and hundreds of thousands were forced back to Rwanda.
