| Inter-militia fighting and famine have forced nearly half a million people to flee Somalia,
more than two thirds into neighbouring Ethiopia and Kenya. Somalia has in effect been
without a central government since a coup in 1991. Tens of thousands of Somalis also fled
to Western Europe, many using false documents or
turning to smugglers on the way.
