Helen Liddell joined the cabinet as Scottish secretary in the reshuffle following Peter Mandelsonís second resignation.

She had previously toured the departments in her ministerial career having served as a junior minister at the treasury, the Scottish office, the DETR and the DTI where she was energy minister.

She entered the Commons at a by-election in 1994 and was general secretary of Scottish Labour from 1977-1988.

The post of Scottish secretary may eventually be merged with those for Wales and Northern Ireland into a department of the nations.
