Chief whip Hilary Armstrong has tackled regional strategy, regeneration and social exclusion, as well as local council issues, in her previous job of local government minister.

Rising council tax bills and the furore caused by the government's attempt to remove the ban on councils from promoting homosexuality are among the controversies which landed on her watch.

The daughter of former Durham MP Ernest Armstrong, she "inherited" his seat and has strong roots in North East England, where she was a local councillor and union chairman.

A member of Labour's centre-left, Ms Armstrong was parliamentary private secretary to John Smith in his two years as party leader and has been on Labour's national executive committee since 1993.
