1,700 new coaches are to be delivered, mainly to routes in southern England, by 2004.
This will see the end of the 30-year-old “slam-door” style coaches.
More trains will need more drivers and a National Rail Academy has been proposed to increase staff skills across the network.
Measures designed to increase reliability - particularly for new trains - could see the introduction of a national train test track.
