The government's Countryside Agency 2001 report found that the regions worst affected by foot-and-mouth are already those most exposed to economic setbacks.

This vulnerability in rural areas such as Cumbria, Northumberland and Devon has been worsened by the economy in these counties being heavily dependent on the "duopoly" of agriculture and tourism, the Countryside Agency found.
The research, compiled by social deprivation specialists at Oxford University, prompted the agency to call for "heavy and ongoing investment" to regenerate local economies.
