Israeli tanks and troops are continuing to mount limited operations in the area.
On Wednesday a Palestinian man was killed as soldiers entered the village of Bal'a east of the town.
Troops carried out house-to-house searches, but it is not clear whether anyone was detained.
Witnesses reported tankfire around the headquarters of the Palestinian National Security HQ in the village.
Troops originally entered Tulkarm on 2 April, but pulled out a week later amid intense US pressure for a complete withdrawal.
