Israeli tanks and troops started to withdraw from parts of the city on 20 April, after entering the town just over three weeks earlier. They continue to encircle the headquarters of Palestinian leader Yasser Arafat.
During the military incursion, the Israeli army destroyed the nerve centre of the Palestinian security apparatus.
Mr Arafat remains effectively incarcerated in his headquarters.
