Introduction
Last year the European Union spent 93.3bn euros, or $86.5bn. This may sound a lot, but it is only about 1% of the total output of the 15 member states. Looked at another way, it costs an average EU citizen 248 euros ($229) a year. But how is the money spent, and where does it end up?
