Sweden awarded its four licences on the basis of merit, raising just over $10,000 (£6,000) each plus a 0.15% cut of annual revenue. The national operator Telia was initially rejected, but later joined forces with Netcom, one of the licence winners. The other winners were Europolitan (Vodafone), Tele2 (Fance Telecom) and Hi3G Access (Hutchison).
