As the first country to award 3G licences, Spain raised only $477m (300m) - via a beauty contest. When it saw how much others raised from their auctions, the government suggested raising the annual fee dramatically. But the winners, who included BT, Vodafone, Telecom Italia, Telefonica and Vivendi, have threatened legal action.
