Poland
Poland called off its auction after only three bids were received for the five licences up for sale. Instead, it decided to extend the licences of Poland's three existing mobile phone operators: Polska Telefonia, whose owners include Deutsche Telekom, Vivendi Polkomtel (Vodafone and TeleDanmark) and Centertel (France Telecom).
