The Netherlands' auction raised £1.68bn or $2.52bn, about a quarter of what it had originally hoped for. An investigation is underway amid allegations that companies colluded to keep the price down. The licence winners were KPN, Vodafone-backed Libertel, Dutchtone, BT's Telfort and Ben.
