Telecom companies paid $45.6bn (30.4bn ) to the German government to provide 3G services to Europe's biggest telecoms market - five times more than expected. The winners were Deutsche Telekom; Mobilfunk (Vodafone); Viag Interkom (BT, E.On, Telenor); MobilCom (with France Telecom) and Group 3G (Sonera, Telefonica).
