France refused to hold an auction, instead offering four licences at a fixed price of $4.6bn (3.1bn) each, where the bidders have to fulfil certain criteria, a so-called 'beauty contest'. So far France Telecom's Orange and Vivendi are the only two confirmed bidders after foreign rivals, such as Spain's Telefonica, withdrew.
