Australia had hoped to raise as much as £1bn ($1.5bn) from its sale of third generation licences, but in the end it had to be happy with less than half of that, raising only £400m ($600m) for the national treasury. The winners were national operator Telstra, Vodafone, Optus and Hutchison, the latter winning limited licenses in the major cities.
