When the courts ruled that manual recounts could go ahead, officials began the mammoth task of sifting through hundreds of thousands of ballots. But arguments raged over what should be counted as a vote. If the tiny piece of paper - known as a chad - had not been fully punched out of the ballot, should it still be counted?
