A peace agreement was signed in Sierra Leone between rebel leader Foday Sankoh and President Kabbah in 1999. But international concern about Liberia's alleged role in supporting RUF rebels mounted. So too did cross border raids between Liberia and Guinea.

In April, the Liberian town of Voinjama was attacked, displacing more than 25,000 people. Charles Taylor accused Guinea of supporting Liberian rebels in the north, while Guinea accused Liberian forces of entering its territory and attacking border villages in September 1999.
