Plaid Cymru called for a debate on the future reconfiguration of Hywel Dda health services during the business statement on 15 January 2013.
The plans include closing a community hospital and minor injuries units as part of an NHS shake-up in mid and west Wales.
Mr Thomas said: "We just heard the first minister say time and time again that he could not say whether he was in support of withdrawal of A&E in Llanelli but defending the proposals in principle.
"A debate would allow us to put forward our views and allow the government to be a little more clear and coherent whether it supports what has been proposed today by Hywel Dda."
The leader of the house said that a formal consultation process on-going.
Ms Hutt also responded to requests for statements and debates on issues including the BBC-Eos dispute, the process of establishing the new natural resources board Natural Resources Wales and the possible opening of a prison in north Wales.
