Statement by the communities minister

There was a broad welcome to the local government bill on 22 November 2012.

Local Government and Communities Minister Carl Sargeant explained that the purpose of the bill is to ensure that local governments represent their communities democratically, are managed effectively, communicate with the public on a regular basis and have the skills to change the way they provide their services.

Parts of the bill are a direct response to the Mathias Review into electoral reports and electoral review processes.

The report recommended that the government conduct a review into the process of controlling local authority electoral boundaries in order to ensure that an appropriate operating procedures are in place so that any future changes can happen smoothly.
