Plaid Cymru finance spokesperson Ieuan Wyn Jones AM called on the Welsh Government to "look at enterprising ways of raising money" that is not borrowed on 21 September 2011.

Anglesey's AM stressed the importance of securing capital funds as he raised concerns that many of the previous coalition government's plans would not see the light of day under the current financial agreement.

Paul Davies AM, speaking on behalf of the Conservatives, argued that the Welsh government could make greater use of funds from the European investment bank.

Finance Minister Jane Hutt AM assured the chamber that the government would be looking for "every opportunity and funding".

Ms Hutt also confirmed that intergovernmental talks have already commenced in terms of seeking borrowing powers for Wales.
