SNP MSP Christine Grahame said that "an independent panel of experts, just to advise the Scottish government, is somewhat urgent", on 29 November 2012.
Ms Grahame was leading a debate where she was calling for a Scottish media panel to provide advice and help identify a strategy to help enable stability and growth.
In her motion she envisages it will also ensure that there is no democratic deficit in reporting on the parliament and politics at this historic time.
Ms Grahame acknowledged that her member's debate was very timeous due to Lord Leveson's report into press regulation.
Culture Secretary Fiona Hyslop said "We must ensure we have a strong media and current affairs sector for the digital age".
Ms Hyslop also said "I think it has been a very and useful opportunity to think and challenge what the scope of any discussions about the media and media policy in the future might be".
