The president of the Association of Chief Police Officers in Scotland told the Justice Committeepolice were "committed to reform and on track to deliver" but they would face "significant challenges" and "difficult decisions".
Chief Constable Smith said there was concern about cuts to police staff jobs and that backfilling these posts with police officers was "something we want to avoid" as it would be an "unnecessarily expensive option".
MSPs also quizzed Doug Cross from the Association of Chief Police Officers in Scotland; Chief Superintendent David O'Connor, the president of the Association of Scottish Police Superintendents; Calum Steele from the Scottish Police Federation and Dave Watson from Unison Scotland.
